Lately there have been a lot of Cafés that now have Wi-Fi so you can access to internet connection freely while you enjoy a nice breakfast, you can easily know which stores have this feature by a sign posted on the door or main windows. The Plaza Altamira has Wi-Fi too, but it's most recommended to get access through your cellphone and even then you should be very careful. Caracas, although beautiful, can be highly dangerous if you don't know how to look after yourself. I wouldn't encourage anybody to take a laptop outside home unless you are going to a safe indoors. Thieves know very well what's worth stealing and what isn't.
