    How tight a budget? When I'm broke, I go to Costco (Hawaii Kai, Iwilei, Waipio). $1.50 for a big hot dog and a 20 oz. soda. No membership card required. Otherwise, there's plenty of holes in the wall with great deals in downtown Honolulu.
