my favorite place for free internet is the Portraiture Gallery which has an amazing seating area and then there is Tryst and Open City, two diners Tryst in Adams Morgan and Open City in Woodley Park which was fun places with decent food and good atmosphere where you can meet people that actually live in DC.

All Saxby's Coffee and Caribou Coffee locations in DC provide free wireless. Most are comfortable places to hole up for a while, with pretty good coffee.

A terrific and centrally-located place is the enclosed courtyard at the National Museum of American Art & National Portrait Gallery.
