Setúbal, doesn't have many markets, but there are a few:

- local (food) market: everyday, except mondays during the morning and the municipal market - antique market (every 1st and 3rd weekend) on av. Luísa Todi

and of course you can always shop on the old part of town, where most of the traditional shops are.
