For 2Euros you can take the local bus (runs every 15min* to Sveti Stefan and enjoy the view of the small island (one of the most photographed places in Montenegro). Access on the island is forbidden - the island was purchased 2 years ago and is being renovated, but the beaches are nice and less crowded then the beaches in Budva. Alternatively for 10Euros you can take one of the tourists boats which go around the island to Budva.
