Free internet doesn't exist in Monaco unfortunatly. But there is a few places you can enjoy a great cup of coffee and access internet by online payment, have a look at the site for more details:

The best place to enjoy a great Latte and surf the internet is at "Casa del Gelato" on the Fontvieille port.

Gerhard's Café at 42, quai Jean-Charles Rey in Fontvieille port has free Wi-Fi. Just buy a beer or coffee :-)
