Dolać, next to Ban Jelacic. Lots of fresh foods and flowers. Under Dolac there's a lot of shops too.

On Sunday mornings a flea market in the centre on Britanski trg. You can get a good feeling how artisctic locals live and get a feeling for the city. Also lots of nice small shops in tkalciceva street which leads to Kaptol Centar (recommend Nicolas multibrand store).
