  The City Inn is the place I'd choose most of all, since it's the place I end up most often through work. It lies down the river from Westminster (no close underground really), next to MI5's headquarters, and there's a Pizza Express next door if you don't want the expensive hotel food. Wonderful breakfast, if you can get it included in your rate.
