Jack and Linda Mill's fish shop in the seafront has the best cheap lunch and the best views in Brighton. http://brightonfishingmuseum.org.uk/quarter_fishsmokers.html

Jason's sandwich shop on North Street is as unassuming as you can get, but their stilton, chutney and bacon baguettes are a symphony in weird for those in a hurry. Just a few doors up is (or at least was) 'Moments' which has a great middle eastern menu, and cosy upstairs space with free wifi. The tiny courtyard roof garden is cool, in summer anyway.

Round St Peter's Church there are a couple of good spots. Planet India does really fantastic veggie Indian food in a great atmosphere. It's cheap too. Then there's Moksha which is a great coffee shop with WiFi and a good selection of organic, local and homemade food.

Iydea in Kensington Gardens is always good value, and it has free wifi and coffee from Red Roaster.
