I'm not so sure if it is the best place, but it sure is a good place:

Suriya in Friedrichstadt, which is a bit south of the main town center.

It's a small, charming Indian take-away/snack place with great food.

Carlsplatz market has a wide selection of food outlets, mostly undercover at market hall prices. My favourite is the CurryWurst stand which you'll be able to spot by the queue.

The falafel stand (I think 1 aisle over from CurryWurst) is great. Red cabbage and humous are amazing together! Also great coffee in the little cafe in the market

There are lots of nice restaurants in the Old Town for lunch on a budget
