It depends on what's a low budget standard for you. A very nice option is to eat on what we call "Buffet por Kilo" what would be a self-service restaurant where you pay as much as you eat. There are lot of cheap-nice places like that around downtown but I specially recommend one called Gloria located in Marques de Olinda St. between XV de Novembro St. and Max Colin St..
